That "watering down" thing doesn't quite work though. Faggot is still used much more widespread as an insult. When most of the society considers something to be inherently derogatory, it doesn't clearly help with taking away the stigma and oppression. Rather, it makes it more acceptable and ingrains prejudiced among people who are not homophobic bigots.
For instance, "that's so gay" expression is used too common these days, people who are pro gay rights and everything considers it okay too. And I don't think that's great tbh.
As for rape jokes, again, it's not merely because it's not "politically correct", but rape victims face a lot of stigma and makes it further hard for them to report crimes when you perpetrate stigma by trivializing rape. There are rape jokes where the joke is on the rapist and that's quite different from what I'm talking of here.
Humor is a powerful tool and can be used both to take away or perpetrate stigma. IMHO.
