Definitely so.

Just the fact that you login (even without malicious Intent), Is Illegal. That Is, any "unauthorized actions" are deemed unlawful. Going by personal experience and depending on the nature of the site,, the array of Information available (financial, personal, medical etc) just by simply authenticating with full admin privileges and nothing else, Is absolutely astonishing.
