hey guys i want to learn how to encode songs in different qualities.. just a bit to create my country (maldives)songs...in HD,mP4,hQ quality.....anyone willing to teach ...

The question doesn't make much sense. What do you mean by "making a song"? Composing it?
In that case, you need to use some tool to compose the music, there's a lot of differing ones, but they should provide you with an option to select format and bitrate when exporting - the higher bitrate (some even have "quality option") you select, the higher will be the quality of the sound, but also the bigger the file.
If you want to encode existing sound files, then there's many tools for that, for example I use AIMP2 Converter. It allows you to select output quality as well, of course you can only go down with the quality, encoding a low quality sound file with higher bitrate doesn't make any sense.
Also terms HD, MP4 and HQ are usually associated with video, HD for example means that the video resolution is above 1280x720 (well 720 horizontal lines, aspect ratio can differ) so that doesn't have much to do with songs and music, which is only audio.
Or do you perhaps want to create a music video?

you want make the already existing videos into HD right ........ then there are some tools but nothing works fine
