There is a forum called Official HC Programs. I want to post a thread about spammer we have made. But we are not part of hc developers. Can i post it?

I guess yes you can , Developer or Not you also part of the HC ,

I review all programs before they go into the official HC programs. I don't want any nooby programs there.
