How does Parrot function on a live boot?
I assume you've Installed both OSes on two separate partitions, each dedicated to their own?

if you keep on having problems with your dual boot right. Just use A VM.
My IT skills that I know perfect is SQL, HTML ,css ,wordpress, PHP.
coding skills that I know is Java, JavaScript and C#

try to install it again, maybe you did something wrong, edit, don't forget the swap partition

i have total 8gb of ram and in vm i can't use ttal 8gb of ram but in dual boot parrot os can run in it's full power so many tools can runs faster that's why i am not using vm
well why I said something about having a vm because I had the same problem as you.
