I have to partially disagree with you. Windows 11's changes from 10 seem to only run skin deep, but there is more to it, even if it isn't obvious. And the reason I say this is that in general, Windows 11 doesn't allow you to install it if the BIOS isn't supported and has certain security features, but it can be forced. In addition to that, as far as I can tell, you are only able to run an android version of the embedded OS on Windows 11,even though it seems like that feature's development stopped soon after the initial release where on Windows 10 I was never able to get it going, isn't supported, and I have not heard of it.
But you are very correct when you are referring to normal end users, to them the difference is only UI.

At first glance, Windows 10 and 11 does seem to use that amount of RAM while it is idle, but that is because Microsoft decided to use the idle time to do things that should not be done while in idle. With a fresh copy of Windows 10 or 11, one of the first things it does is try to connect to an internet connection. After the initial set up, one of the first things it does on the first idle is check for, download and install of updates. Once it started, I have not seen that it stops this process until it is completed, even if the machine is no longer in idle, and for it to complete it is required multiple re-boot's and a lot of patience.
Microsoft had a brilliant idea that was horribly executed. Yes, use the system's resources while it is in idle to keep the OS updated or to run the anti-virus and malware scans, the best idea ever. But successfully stopping everything that was started in idle as soon as idle stops, that result is still desired and only dreamt of.
The closest you will get Windows 10 and 11 to true idle is when every update has been installed, all the apps has been updated and every scan was done.

In regard to what you said about the RAM. Generally speaking, going forward we are heading there, yes. Looking at the history of Microsoft, every new OS version had new, higher, minimum requirements. Going back to Windows XP, we forget that we could very, very successfully run the complete OS on only 512MB of RAM. Merely thinking of running Windows 10 on that amount of RAM makes me laugh.
