Why Can't I make thread ?

In the rules it's says I need 30 coins [ I have them], at least 20 posts [ok I have it] and be on forum for around 2 HRs [ok I done that] why still I can't make a thread ? I'm registered in here to ask for one advice and because of those limitations (I spend few hours on this forum) and I meet the requirements and still can't make a thread ?

Any help is appreciated

Go here and purchase the registered user subscription, then you will be able to make new threads

Data Networks as I need compatible antenna.

Edit: The problem was solved and the thread can be closed or removed.
