Ubuntu is good because its so widely used and you can find tutorials and tips/tricks for it any where. Linux mint is also a very beginner friendly distro as well. Really it's all what you like. There is no real "best" linux distro for noobs because linux comes in some many different shapes and sizes...

Ubuntu is bulky but it gets my vote with linux mint a very close second. I like Fedora 13 as well for the RHEL side of things.

i suggest t you if you are newbee install ubuntu..if you are advancet and you want to maake a real hack you shold work whit backtrak 5...it's a very good system to make a direct hacking...good luck to you buddy.
there are many system on linux and if you want a live system to virtualise i suggest you knoppix or dream linux..

Kinda untrue, people choose a distro that fits them.
For example if you just want a simple good premade distro you choose ubuntu.

If you're more into pen. testing etc etc you choose something like Backtrack or Blackbuntu.

Well I dual booted my PC with Ubuntu tried it like a few months, deleted it. Then tried linux mint for like a day in a VM. And now I'm trieng to dual boot BT5.

You should get linux mint if you are a complete newbie to linux, then move on to Ubuntu when you are more familiar with Linux. For hacking, Backtrack5 or BlackBuntu are good.

little bit info about the computer
So I'm going to get a used computer. It is about 4-6 years old. I will use generly for programming cause I don't want to screw my Laptop that is running Windows 7. It is a computer from the goverment tax office. Could I do something with it?

For this I would suggest using LUbuntu (based on ubuntu yet, incorporates the LXDE). Therefore it will be light on the hardware
- I want to learn costumise it
Tons of tutorials on the internet on how to customize it
- Devlop some programs
Depends on the programming language you want, I am currently using CODE::BLOCKS to learn C++, but all the languages have an IDE
- Meet the Open Source culture
