I'd like to start learning about website hacking. I'm not interested in setting up RATS/Botnets or "sniffing" network traffic. Where would I begin learning techniques like SQLi and XSS?

Well I didn't even think about the botnet when making my username but now that you mention it... That being said I know about basic Web Design and Coding. More than coding though I'm interested in exploitation. Where would I begin with SQLi and XSS?

another good one is hack.me, as it provides a sandbox environment for almost all web applications!

How is HTML useful... also why is MySQL his first priority. I would say PHP is much more important above anything.

Also something that hasn't been mentioned - become familiar with linux systems. This will be very handy once you start learning post-exploitation.

Once you have a basic understanding of the system and code that you are trying to hack, then you can learn the process of how to actually hack it. A good place to start doing that is https://www.owasp.org/ (for Web Exploitation).

If you're wanting to learn about SQL injection, you should have knowledge of MySQL. If you're wanting to find XSS, you should have knowledge of how websites are made. PHP would be another language I'd suggest, as they all go hand in hand.
