Literally anywhere where there is not much else to do and conversation is acceptable.
Sometimes libraries, waiting in lines, concerts, parks, beaches, etc. Really isn't that difficult to strike up a conversation with someone and your odds of finding someone that you like (as a friend or romantically) are better if it's somewhere that is specific to an interest of yours.
