Ha! Ebay is worse than Alibaba is now. Everything you buy is cheaper on Amazon. Nothing is used anymore. There's a lot of other sites with real used stuff now, though, like UBid, eCrater, etc. Ebay used to be a good site. I had a store about a decade ago and it was reasonable, but during the Paypal/eBay split things became wonky and they fucked over a lot of people.
Back in the early 2000s you could almost sell anything you wanted on there, but not anymore. Probably 90% of what you'll see for sale now is cheap Chinese stuff being dropshipped and flipped. That's every site, not just eBay, but eBay is really bad about it too.
As for cigarettes, no, it'd have to either be a domestic underground transfer or a cross-border one most likely. Even if websites do exist in other countries, Americans will not be able to see them. Our gov will cockblock us until we die just for that 10% tax rate. Try reporting it in real life and they won't do anything, though. Try reporting any crime, for that matter!
I do have links to some reputable sites that sell unrestricted stimulants, and they do sell tobacco cessation medicine that works and isn't available in the US. It's from Bulgaria but is readily available OTC/open sale in most of Europe. I wish it were easy like that here but it's not. They want a cut of any sale, even garage sales and flea markets. Even if you do find a site like Craigslist, Kijiji, Facebook Marketplace, whatever, it's mostly scammers and phishers now.
