I havent owned a botnet since '09 and was interested in starting back up. Are IRC botnets still popular or is everyone using php/http bots now?
May also just take the lazy road and upload a few scripts into a VPS if i could find a spoofed server that allows DDOSing.

Everyone seems to have moved away from IRC.
The one that seems to have blown up recently is Mirai, it's an IoT botnet.
There's always some variant of Zeus going around, but they're pretty old, I would say to go the IoT route.
Then there's qBot... It's also IoT, but it's being killed by Mirai.

You have a few options, There are some cracked ones floating around such as BetaBot 1.8.0.11 & Zyklon HTTP 1.3.0.1, also Gaudox HTTP Bot 1.1.0.1 is another good one thats out there.
You can also look into some Paid ones such as Medusa HTTP or Loki 1.8..
