You can use the marketplace here, plenty of us on here are looking for good deals on parts and if you are willing to make deals people would buy to resell as well.

You could use PayPal or a CryptoCurrency to handle the exchange rates and you can look at the market threads and find a nicely laid out one and just use it as a template for your own and you don't HAVE to provide vouches, if enough people buy they will vouch for you and build your rep, it takes time this way but you can seriously build a business off of this.

Haven't read through the replies and I'm assuming you mean those prices are in the hundreds, but for Gaming PC: i5-7600 and GPU depends entirely on resolution and games you play (AMD and Nvidia pull a leg up over each other in certain games). As for a miner PC, all I know is miner PCs are usually AMD GPUs.
Edit: I just seen that those prices are actually what you get them for, in which case just go for i7-7700k and any of the GTX 1080s
