Computer Science seems to average pay better for starting salaries, at least for my state.

Computer Science is the science behind computers. You'll likely be doing less original programming and more improving upon already existing code to make it faster, smaller, and use less resources. Yes, it pays better, but you're competing with people who live and breathe computers, meaning they likely will add extra hours from home.
Computer Engineering is making functional things. You can have a focus in software or hardware. I can't speak for the hardware specialty, but the software specialty is generally the kind of person a start-up hires when they already know exactly what needs doing( make a client-server architecture with this data ), but is not involved in the more problem-solving phase( we need an app to control home security systems, go make it )

The question "What's better?" is opinionated. Do which one you think is more fun. Engineering or science. For computers that is. I'd go for the science personally.

Thanks for all the replies, but my 1st choice last time was Computer Engineer, but I heard/read that Computer Science is great to. I also get more convinced in taking Computer Science because of the Hour Of Code.

Take both and major in business. You want to be the guy slaving away coding, or telling people what to do? This way you know your shit, can open up a start up, and make some money.
