I dare not post the pitiful specs on my poor £400 laptop with an AMD E2-1800 processor, 6GB of RAM and Windows 8...

With that setup all you'd need to do it replace the CPU with a quad-core i5 and a descent cheap graphics card (Ex: Radeon HD 7770) and you could play most games at a smooth frame-rate at medium-high settings and be able to handle the majority of tasks. For all intensive purposes if you want to minimal you might not even have to replace the processor.
With the obvious exception of if your rendering HD video or advanced multitasking you might need to upgrade the RAM as well.

At least to be able to do these things you wouldn't have to buy/build a completely new system. You could just put in like two or three upgrades and be done with it.
