I laughed at the 2:10 minute mark of the video, when she said "pushing the site (Facebook) to the dark web, opens the site to users who otherwise may not be able to access Facebook.

Who can't access FB on the clear web? If you can't access FB due to restrictions (even via a VPN or Proxy), how are you supposed to access It on the Dark Web?
Anyhow, for those who're not familiar with the Dark Web, the video Is certainly Informative.
