Until AMD released the RYZEN series, it was illogical to go with anything other than intel. But RYZEN changed things. Offering better performance at a lower price than their competitors (intel)

I tend to prefer AMD, especially after the release of the Ryzen series. They offer some of the best performance to price ratio.

ARM seems to be gaining traction and has some cool bits. RISC-V is neat for being open, though it's fairly MIPS-like. (And of course POWER and SPARC have been around for a while)
Unless you're crazy like me, you should probably stick to x86 for at least another few years though.
What Arm chip is out to buy?
My IT skills that I know perfect is SQL, HTML ,css ,wordpress, PHP.
coding skills that I know is Java, JavaScript and C#

Plenty, just no usable socketed ones (i.e. only BGA and the like). Your phone probably uses one though, as well as a bunch of other little devices (for instance, fridges).

If I was restricted by price, I would probably have chosen AMD. I'm not someone who can afford brand new PC parts, and anything I have has always been second hand or cheap. In terms of durability, AMD has been the worst. Keep in mind, these are likely to be pretty old AMD cards, so the newer, ryzen series may not have the same issues. My family have had terrible issues with the older ones, and when looking for repairs, our PC repair guy just laughed at the AMDs.
I'm no expert, and won't pretend to be one. However, I've never had a single issue with Intels, despite all the ones I've used being second-hand. If price were no issue, I'd buy intel in a heartbeat.

I've always preferred Intel. I recently bought a brand new i9 9900k as well.

yes I know AMD chips were not very good during when windows vista OS was out.
