After you make scanner.php , upload the file scanner.php to your web hosting account or your localhost and then open scanner.php from your localhost or your website. Thats where you submit the url. Have you even tried before asking?

You can only enable it from your php.ini file.
If you're doing it from your localhost : stackoverflow.com/questions/1347146/how-to-enable-curl-in-php-xampp‎
I dont think you can do anything about it if your hosting account has disabled curl.

You can also try to load the curl extension at runtime. At the start of your script:
