I do have a verified PP account that was dumped and I managed to change the password on it. It currently has a debit card on it but, it is locked. Will that be any use?

I dunno if this helps, but you can try making your own paypal account with a different name and find a reloadable prepaid card app on your phone. Although I'm not sure if your phone number will be linked to the transaction log after you unlink the app from your paypal and your number from the app after your done. I don't know how things work in your country but I can always buy a simcard for cheap and make an account on reloadable prepaid card apps. I haven't tried it yet, hence I'm not sure if the app requires for you to verify your identity before you can link it to paypal, but I'm confident it's not required. I'll soon try it since I'm planning to verify my paypal.
