This film takes place in futuristic, Great Britain. And Great Britain is at the time a totalitarian state.
In this movie the UK starts to suffer from "terrorist attacks" performed by an unknown, masked man. This man known as V supports the idea of freedom and merciful justice. V ends up running in to the secret police. A couple days later he runs into ,a woman he once saved, during on of his "terrorist attacks". They then together try to make the government fall.

"People should not be afraid of their governments. Governments should be afraid of their people."
