The question Is, why didn't Amazon detect this earlier?
Although they used fake IDs, there would've been some sort of consistency In the way the Items were ordered, and the methods used to refund. 1.2 million worth of watches, cameras, video games etc Involves "a lot" of refunds processed.

I have lived in Indiana, they have some very odd laws, after all the current VP of USA was the Governor of Indiana for a while. With any thing that can technically be illegal or skirts the law, you need to make sure to take precautionary measures (OPSEC) or else you might be the next one arrested.
