You could just use Google's DNS Servers:

8.8.8.8
8.8.4.4

That's usually what is recommended. But it's not the fastest in all cases.

This only slightly decreases the time it takes for you to resolve hostnames.

The actual only real way for you to speed up your internet speed would be to buy a better package from your ISP or take the illegal route and uncap your modem.

This can actually speed up your internet by 400% (at least that's the most I've seen), although you do have a point. Buying a better package is the only for sure way.

I had 30mb/s until someone ddosed me and comcast slowed my service.
