Well i'm going to try and become a freelance web-dev, i plan to make a very nice website with a section of code showing what i can do anyway do you guys have any tips on how to start a small business or get the attention of people looking for a PHP dev?

Make it unique. You can also release your scripts on websites like CodeCanyon and gain attention that way. People will buy anything that is simple to use and that way you can get your name out there. If you are starting a business as well, you can visit looking shops and advertise your services if they don't have a website or it is outdated.

There is a lot more to making a web-page than simply looks. One has to consider platform compatibility, performance, SEO capability and other operations depending on the purpose of the site, like sales automation etc.
Best way to advertise yourself is to send out samples to businesses that do not have those functions and how they can profit from it and get an edge against the competition, since most businesses are on a hunt for anything that can make their business stand up amongst the thousands of others. People will hire your services whenever they have reason to believe that they gain an edge with it, when needed you can even use the lack of technical knowledge to pep up the advertisement of your service, although this is not reccomended due to obvious reasons.
