This idea is pretty old, there was a site that was dedicated to this kind of thing years ago.
I like the idea, but 'jamming the scanners', lol that will never happen.

This will likely just be brushed under the rug by the NSA. I mean, we could try to cause chaos but there's really no way to know if chaos ever ensued. Ok so it's over but now what? I really can't imagine the NSA coming out and making a public statement about the "success" of this campaign.
Regardless of my doubts, every little bit of resistance helps.

Best thing you can do is to encrypt your messages with a strong encryption method (PGP?) and simply make the NSA's work hell. The government will stop funding them if they see that there are no results.
Staff will never ever ask you for your personal information.
We know everything about you anyway.
