The dagon'hai monks are probably the best way to train (that I'm aware of) as they give 300xp and only do 1 damage.
Because of this there is no limit to how long you can be there for, plus they also drop dagon'hai robes which are about 40k at the ge.

They are located in the chaos tunnels in the same room as the zamarok warriors which may cause problems for some people as they
are aggressive and do hit a decent amount (enough to cause problems for low-levels and players without food).

However there is a way around this as there are safespots in the room.
Also I play on EoC and I don't know whether or not its the same on 07RS.
