Well, yes and no. They modify the active ingredient, and the red herring ingredients, as the older ones are made illegal. Hence why buying even the same brand can have different effects and different strength. Not to mention since there's no real regulation and it's kind of up to the manufacturer of it, they can make it as potent as they'd like, and you wouldn't even know. Huge risk for having too high a dose if one time its enough to fill a few bowls of it to get you high, then next time even one bowl will set you past that limit.
