There's no need to use a VPN if you're already using the TOR browser.
You do how-ever need a closed shell system if you want to look at/read some serious shit though.

How is your safety not guaranteed?

On the Hidden Wiki, like any other wiki site, the links can be changed by anyone
and there HAS been cases where FBI or other goverment sectors have accessed this wiki and changed the links available there, to clear net sites (sites accesible through regular web browser).
But this link have not been leeched anywhere else so when someone who does not pay attention to the validity of the links, and clicks on one of the "trap" links their ip adress will be resolved through the TOR Network, and their real ip will be visible.
in that case if the user is behind another VPN service their IP cannot be found because they are behind a "2 layer" protection.
always pay attention when you click links on the hidden wiki, make there is a .onion domain after the address
