That looks like a blend of a fire image and Kurosaki's outline picture.
There are two layers, one is a fire image, another is Kurosaki's outline. Fiddle with different blending techniques, and you'll get something similar.
For the extra fire behind him you'll have to add another fire layer and mess with it.
