I have problems trying to reach a specific style that you went from. The design appears at some places to be inspired by "Art Deco" while on others it seems to fall more towards the victorian age, and in the middle top area it falls towards modern style again. While art doesn't need to a specific style, then each generation of art follows a specific concept or back thought. So when you mix them across the board, it looks and feels like a mess. While the hand work is well done, the thought progress is falling short. The lack of depth is also bothersome, it has no flow to it.
Certain places appear to be over, while the same object falls under the same thing its over on the same layer.
