Simple fix for poor FPS on RX 570 4gb - 300MHz clock speed glitch #1
My Gigabyte RX 570 4Gb Gaming graphics card was performing poorly.

I came across a reference to a 300MHz glitch. Basically the GPU gets stuck in idle speed for no apparent reason. The fix? Disable the GPU via the device manager and then re-enable it.

That cleared the glitch and my GPU now operates at full speed.

FPS during GTA V benchmark has jumped from 25-35 FPS at medium settings, to 100-150 FPS at very high settings.

Maybe consider upgrading your GPU to have better clock speeds and idle times. I would also upgrade your PSU because it may not be supplying enough power to the GPU fans, so cooling is an issue as well. You should not be using such an old GPU for modern games with higher requirements.

Debloating your os can also improve overall fps
