Question on policies

So I've made programs back in the day such of which were account crackers and other things of the sort for multiple websites. And I was curious as to the polices to releases. Are such a things aloud here yay nay?

You can release them here with valid owner that you own the program and state that the program is for educational uses only and any harm caused by the program is in no way your fault/problem. Also in the download make sure you provide a notepad stating so.
