Not 100% on this but are you on about websites such as Adfly and such?
If you are then you just upload files then post them all over the internet?

Nah, I think of those as PPC, Paid-per-Click or PTL, Paid-to-Link.

PPD as in Pay-per-Download
CPA as in Cost-per-Action which is technically the same thing except there's more than just PPD in it.

CPA is the broad, more general term and PPD is just part of it.

I use PPD and find it the easiest. Ive had good results with my private niches.
