Zankyou no Terror was a good show, I'm not sure what to think about the ending. But as the whole show itself, I really liked it. Assuming you liked Zankyou no Terror, I'd recommend you to check out - Eden of the east. It's very similar if you ask me, and they also have terrorism as the theme around the plot.
