Another suggestion for speeding up the site, that would do much more than minifying resources, would be to implement SPDY and force it to be used. SSL is already in place so SPDY shouldn't be terrible to add.

Also, DNS based cache services like CloudFlare, Incapsula and PageSpeed take AWAY control from the admin, charging him to use SSL/TLS for example. Not OK.

I also have used pagespeed before. They wanted me to install an apache backport for 2.2 or something.

Agreed. Also makes site owners more dependent.

This is a great suggestion to add to the OP. Overall I think SL is pretty fast and little things here and there would be a nice add on.
