Any updated on this? If you keep getting thermals like that the lifetime of your laptop could decrease.

Its the max frames settings thats why, i suggest you make it to unlimited
go to console and fps_max 0 or fps_max unlimited

Consider doing a fresh install of your preferred operating system. Fresh OS and fresh drivers can help in weird situations. Update your laptop motherboard bios if possible, try to rule out as many variables as possible. Are you playing with your laptop plugged in? Have you been able to figure out why your temperatures are higher than normal?
