It is believed that North Korea is plotting on making a missile that could reach the US."

I thought a while back, there was a treaty between the US and Korea about nuclear warfare, where we basically say, Hey we dont mind you having these as long as you dont use these. I could be wrong though.

There isn't a treaty, and in fact we are completely opposed to them having nuclear technology of any kind. They are just crazy enough to do something stupid based on radical ideas.
