Have you tried a different USB port ?
I have not came across this before so I am afraid I cannot offer much support.

But I must say thank you, seeing all these tools on the link you posted is sweet.

Is there any reset button to set it back to default ROM ?

Did you go here https://github.com/whid-injector/WHID/wiki ?

Have you tried It on different PCs, Inclusive of a different OS altogether?

I'm trying to establish If It's the USB stick per se that's causing the Issue.

I would just like to say that it really looks like you might have gotten a damaged USB stick... You bought it from a sketchy looking website.. unless it's not sketchy where you're from..

@Synthx Aliexpress is not really sketchy or untrusted, only problem is that everything comes straight from China, so the quality is debatable. I 'd highly recommend building your own Rubber Ducky, we even have a tutorial about it on Sinister.ly.

Here's the tutorial to build your own, that's very well written.
