No doubt people go undetected using VPNs/TOR. But for using the market and posting day-to-day, it's best to do things honestly. Our policy against multiaccounting isn't for cases where someone wanted a different name or a fresh start, it's to prevent repeated infractions (i.e. scamming). A lot of the time, these people slip up and a ban can limit the damage.

It's surprising how many people you catch though. As Oni said, impossible to stop it completely, but reducing the damage is still worth doing.
