I see newbie's with 5-10 posts, and they have a good 1-2 rep with no good reason. Please monitor the rep, or allow people to have a way to report innaproprite rep.

Well go into a bit more detail about it, give some examples. Most of the time you'll find they have reputation because they've contributed something or someone likes them, I am yet to find an example of a bad reputation. Although I do think bad reputation should be taken seriously.

Go to the user's profile (click username) and click 'rate', pretty straight forward...

They are just people who multi-account and rep the same account to look HQ.

I don't think it's a really a problem. Reputation is just a number.

Take of rep from members? Only those who are contributing and are HQ members, trusted and hard working can rep. Maybe that will be example to others to contribute and be hard working to earn that...
