Does someone know how to send the messages to other people around ?
Also send messages around you on their laptop like chrome pop ups?
Main thing I would like to know how to send messages around me to other people.

I'm not entirely sure how you'd to that. You can indeed try to do it with a rogue access point and then getting their telephone numbers/emails in that way. I mean i'm not saying it's impossible, it'd just be a little hard to do, just for a prank.

Even if you'd Wireshark the AP, it still wouldn't guarantuee that you'd get a single email or telephone number. It'd probably be easier to "hack" the restaurant's database and from the reservations table (if there is one) grab all phone numbers/emails.

That's going to be rather hard. I don't think this would be very easy, not saying impossible but hard. If the restaurant (in this example) would have somekind of login page you could try to do dns poisoning thus referring them to a page you made yourself where you ask for the phone number and afterwards rederict them to the main login page.
