A user can set whether they want to be invisible or not, so they don't show up on Who's Online.

Ahh ok, but what about the user who doesn't exist from what I can tell, is it like a test/bot?

It's called a spider/Web crawler.

Guests are also included in the online count so if the amount of users don't add up to the users online that means there are a number of guests and/or crawlers on the forum.
