I can't vouch for this one... as a mod I closed threads many times because the OP and another user were breaking rules. If they were able to reopen it, then it would defeat the purpose. Moderators would effectively lose a valuable tool and users wouldn't really gain much. If you want a thread you closed reopened, ask a mod, they will do it if there isnt a reason not to.

I agree If a "Moderator" closed It, the member should not have permissions set to re-open It. You've defined that very well.

However (In my views), If the "member" himself/herself closed It, he/she should have the power to open It at any given time. Given I can close a thread, I don't see any reason as to why I can't re-open the very thread I, myself, closed. So yes based on these grounds, I support this suggestion.
