I agree If a "Moderator" closed It, the member should not have permissions set to re-open It. You've defined that very well.
However (In my views), If the "member" himself/herself closed It, he/she should have the power to open It at any given time. Given I can close a thread, I don't see any reason as to why I can't re-open the very thread I, myself, closed. So yes based on these grounds, I support this suggestion.
