Yea, try it out. It depends on the settings of the VPN. You don't want to be connected to the VPN but still try and resolve DNS requests through the local ISP considering that seems to be removed from the user.

If VPN doesn't work then try TOR, if that doesn't work then try this https://bridges.torproject.org/
