Yes and no.

There is a modding program called Lucky Patcher

With a TRUE rooted device, you can patch your software, and the google play store, allowing to purchase anything, even apps, games, or IAPs, for free.

It works by auto refunding any purchases you make, and the Google Play patch, takes away GP's detection with license & billing check. This makes it so it doesn't uninstall the games/apps, or disconnect the payment when you refund it.

* Be careful, has any modding of the software can cause a bricked device, so make sure you know what your doing *


Besides that, your best bet is modded APKs

In theory, this should work? Download an APK collector and download all your games and whatnot, then use the APK ripper to save the installs to your accessible file root.
