Depends how it's done since they could still use the account but just not post at all.

Sorry to bump this but I need more help.
How do I contact twitter? I found this page https://support.twitter.com/forms but I'm not sure what option to pick. I'm just trying to be careful and get everything right first time so I don't mess up my chances.

Account -> Account Restoration -> I can't sign in
