Yea, they don't record all but they record if an individual does something unusual and I have heard many times that they have rights to access user data even without a warrant whenever they want.

Obviously, they won't be wasting time for those who do the stated things rarely but who does that regularly are on NSA's radar, as the news says.

They don't have a right to that, they're just really good at what they do, so they get access.

I'm a little surprised they want to collect so much data. They must have more than they can handle, even with computers running 24/7 analyzing it all, I wonder how much useful information they actually get.
