The address is in RFC 4286. Try this: netsh interface ipv6 set interface "Local Area Connection" routerdiscovery=disabled
Also open "Windows Firewall with Advanced Security" and double-click the "Core Networking - Router Advertisement (ICMPv6-In)" rule, in the Properties sheet, on the Scope tab, "Remote IP address" section you could put the address of your known router, if you put in something like fe80::/64 it'll accept data from any node.
