Further to @"Ender"'s post above, any Information pertaining to the IP address, will that of the ISP and not the user. The ISP owns the external/public/WAN IP address (not the user), hence It will be their Info collected.

It's not to say that obtaining one's public IP Is completely useless.

For example, If you've created a profile of a given user and all you require to fulfill (complete) that profile Is their country, state/province and city, an IP will provide all that. Although the latter (city) Is not always accurate, It still gives a ballpark figure. Of course and stating the obvious, this Is provided they're not behind a VPN/proxy.
