Could be a firewall, could be the webmaster set the permissions to be so. Like any 4xx error, it's generally out of your control.

yes I see your point. So basically you can't hack that error either.

@Skullmeat often quotes me for saying "403 error means suck my dick!" That said, it could be a simple problem or misconfiguration of permissions.

It can be either client-side or server-side.

For Instance, In terms of client-side, you could be trying to access a cache version of the web page and It'll throw a 403 error. There's too many causes to mention server-side.
