Like everyone else said, in the short term it would be a dog eat dog world. People would eventually begin forming factions which would be obviously more powerful than a single person so the factions would claim land and fight other factions over said land. Rules are enforced by factions on their members and eventually you have today's society. Humans naturally join groups, which makes this into 1 big cycle. At one point was pure anarchy with cavemen beating each other over the head with rocks, but look where we are now.
